On the Shinagawa Hanakaido along the canal, there are variations due to the sunshine, etc., but the best time to see it is getting closer. Today's best time is a weeping cherry tree of Shinagawaji (Honsenji) near Aomono Yokocho. It was blooming beautifully in the blue sky.
